[Ionic v4.0.0-beta.3] ion-refresher does not work on second page in iOS

This is an ionic-pwa-toolkit project:

"@stencil/core": "0.11.4"

Ionic:

   ionic (Ionic CLI) : 4.1.0

System:

   NodeJS : v10.9.0
   npm    : 6.2.0
   OS     : Windows 10

Describe the Bug
ion-refresher does not work on the second page in iOS mode

Steps to Reproduce
Steps to reproduce the behavior:

1. Clone repo below, npm i, npm run start
2. Open app in ios mode (e.g. Chrome dev tools and select an iOS device)
3. On the home screen, pull to refresh and see that it works
4. Click profile page button to go to second page
5. Pull again, ion-refresher does not show
6. Hit F5, pull again, now ion-refresher works

In md mode I don't see this behavior.

Expected Behavior
