Machine readable disputed domains' list #1588

We just launched disputed domains list to manage domains that have effective dispute committees decision against the current registrant.

domains are kept in the dispute list for up to 3 years and we have about 5 disputes per year to consider. So this it quite seldomly updated list.

We could provide the list using the existing retained domains functionality in REPP or create totally separate list like there is for auctions.
