We should remove all the subpackages and make them their own entities. This includes moving

RandomMatrices as QIRandomMatrices.jl
CuRandomMatrices as CuQIRandomMatrices.jl
All the GPU related functions from QuantumInformation as CuQuantumInformation.

This will make everything much cleaner and easier to manage.
