hive - update docker base image for besu hive build #5951

update build for hive to not build off openjdk (deprecated). use same process as building besu (ubuntu).

causing intermittent startup failures

will require a PR to the hive repo https://github.com/ethereum/hive
clients/besu/Dockerfile.local
