Beta has no resource data for any resources attached

This can be done using the minio client mirror command doing a mirror from the production to the beta minio server. This should be a github action that accepts a list of resource ids to mirror. It may also be necessary to ensure the bucket exists on the beta server before the mirror command is executed.
