Multirow tabs for outer rules panel

When viewing a .gitignore file, rules from other files are also shown in a dedicated Outer ignore rules panel. When the tabs are too wide, the ones that cannot be displayed are hidden and a dropdown menu allows to select them.

I think it would be nice if this tab list honors the Editor > General > Editor Tabs > Show tabs in single row setting so I one choose to see those tabs on multiple rows.
