Might be the cause of #11460, I suppose. Also related to #11446. IMHO, fairly low risk, though I guess I could reduce the frequency further.
Notably, XInput doesn't seem to tell me about newly detected devices, but at least we can do it for DirectInput.
Thought about using WM_DEVICECHANGE, but this seemed far simpler.
