Notify existing FMTM users if public project is created within their city or some proximity radius

Is your feature request related to a problem? Please describe.
Most FMTM users who log in to FMTM aren't sure which project to choose for mapping since they have to be near project location for mapping.

Describe the solution you'd like
Encourage users to add their approximate location (choose location on map) or city from their user's settings page. This location should be editable so that if user migrate to other location, they can still be able to change their location for field mapping. And when the project is created, we can tally the location of existing users and notify them so that local people are aware of projects nearby for mapping.

User location would be completely optional, but it could be nice to have this as the platform grows 😁
