[stable/*] Update Deployment object to apps/v1

The latest minor release is 1.11, and Deployment has been v1 since 1.9. See Supported Kubernetes Versions.

If we wanted to support k8s >= 1.8, we could adopt something like #7195. But we want to keep backwards compatibility logic as simple as possible, which is why current -1 was adopted.
