help: how to setup a minor mode with a modifier key

it seems this works:
[keys.normal.C-w]
but this doesn't:
[keys.normal.C-b]

c-w is created by default (window mode), so now i'm thinking, maybe i'm missing another step here?..

or maybe it's time to finally re-map b to q.. 😁
