Delay and Duration requirements do not seem to be fully validated

The full specification of Delay and Durationhappened after the last release. The specification needs to clarify whether Delay is allowed with Onset, Inset, and Offset. It probably should be allowed with all of the temporal tags to allow them to be delayed relative to the times that are actually in the event file.
