[Enhancement]: Add Targets To "aws_vpclattice_target_group" Resource Block

Description

Add the following attributes to the "aws_vpclattice_target_group" resource block

• Targets

This field is necessary to register corresponding target resource to the target group

Affected Resource(s) and/or Data Source(s)

aws_vpclattice_target_group

Potential Terraform Configuration

Targets {
     port =  80|443
     targetID =  elb.id | instance.id
}
