ability to control template {} ownership

Hi,

Would be nice if it could be possible to define user/group ownership on a template{} post-save

e.g. if a container run as www-data it can't modify the files from a template {} - e.g. inject a custom port from ENV (since template{} currently don't support NOMAD_PORT_*)

Same goes for artifact{} :)
