Command line flag to force color during CI runs

Proposal

Add a CLI flag -force-color which will enforce the use of colors even though no terminal is detected.

Use-cases

Terminal detection in CI environments often does not work, but colors do.

Attempted Solutions

None yet, would be open to provide a if okay with the Nomad team.

Hi @apollo13, this sounds sensible to me. It would likely be something we would add to the command meta making it easily available to all present and future commands.
