Policies imported by message id don't contain tags in some cases

Problem description

Policies, imported by message id don't contain tags, if the tags were added after the policy (which message id we are using) was published.

Step to reproduce

Steps to reproduce the behavior:

1. Import and publish iRec4
2. Add any tag to the policy
3. Copy message identifier of the policy
4. Import the policy by mesage id

Expected behavior

New imported policy contains added tag

Actual behavior

New imported policy doesn't contain added tag. It contains tag only if the tag was imported before the policy was published.

Main part of the issue was fixed by Stepan. The only issue left is that if user tries to add tags for the published policy, they aren't added. If anyone tries to import policy by message id, these new tags aren't presented.
