[TEST] Support upgrade PCI devices upgrade in automation

Upgrade with nodes having PCI decides should be supported in the upgrade CI

Prerequisite and dependency of test

Have enough machines with PCI devices to run automation

Describe the items of the test development (DoD, definition of done) you'd like
