Loads of stuff is broken if you nav to Explore Logs without any loki datasource defined.
I also noticed that the labels combobox will pull labels from a prometheus database if it's defined.

We should add an error splash page if there is no Loki datasource defined.
Should have a link to add a new datasource, and a link to disable the plugin.
