Change "Too Many Consecutive StopTimes with same departure/arrival time" from ERROR to WARNING

In issue 296 , we introduced a check for excessive consecutive stop times with the same arrival/departure time.  I've found a handful agencies that are pushing this limit and while we'd ultimately like them to fix their feed, it's not enough to block validation.  Thus, I'd like to switch this check from an ERROR to a WARNING.
