A user wrote in,

Hi

This is a second instance at our Print facility. The fonts that have been designed even though embedded in pdf do not rasterize. It is difficult to print with these fonts.

First Instance was Google PDF Update - End of June 2020 - Type 3 fonts
Second Instance was Font Ovo, Glegoo - True type font - October 2020

Please make these fonts printable.

I wonder whether we should be including OTFs with font packages.

It seems common for printers & print software to struggle with handling TTFs, even if they are static TTFs. See "Printing issues due to running TTF fonts through a PostScript 3 printer" – arrowtype/recursive#412

This may be partially due to PostScript failing to handle nested components in TTFs (see fonttools/fontbakery#2961), though if fonts are failing to rasterize entirely, the problem is likely different / bigger.
