Fix bug in calculating pause duration between requests

This PR makes the following changes:

• fix bug in parsing UTC time from Overpass status endpoint to calculate pause duration between requests
• do not cache server responses if the response contains a remark
• minor changes to the built-in request pause durations
• minor updates to the documentation
• add a pre-commit hook to automatically update the environment files (for creating environments in various workflows, etc) to ensure they're always up to date with the package's requirements.
