Remove curio from lotus

Curio's longer term home is https://github.com/filecoin-project/curio maintained by Curio team, remove curio from the following scripts as they are separated from lotus:

• Dockerfile
• Dockerfile curio should be moved as well
• Makefile
  • build-devnets
  • docsgen
  • docsgen-cli
  • docsgen-curio-cli
  • curio
  • install-curio / uninstall-curio
  • install-curio-service
  • clean-curio-service
  • ### Curio devnet images
  • Close curio draft/open PRs
