Decide and set activation manifest parameters

Done Criteria

The implementer agreed upon f3 manifest parameters are:

1. Checked into Lotus
2. Checked into f3-activation-contract
3. Published to the onchain contract with delegated authority

These values will be based on the empirical learnings from #802

Why Important

This is how F3 is actually activated.

Notes

• We check these into f3-activation-contract so other implementations can generate/confirm the message for updating the contract.
• https://github.com/filecoin-project/f3-activation-contract/blob/master/tasks/F3Parameters.ts has the client side tooling for invoking the smart contract.
• All implementation teams will need to sign the message.
• It's optional whether we do a Lotus release. The requirement is that the master branch maches what we are activating with since the smart contract will be finalized after the activation date.
