☑️ 진행할 작업

현재 동시에 동일한 사용자가 동일한 쿠폰 발급 요청시, 쿠폰 중복 발급 검증 로직이 제대로 동작하지 않는 이슈가 있습니다.
따라서 사용자 기준으로, 쿠폰 발급 기능을 동시에 실행되지 못하도록 코드 수정이 필요해 보입니다.
