All the links in the TOC of the downloadable glulx-spec-html.tar.gz archive of the HTML Glulx v3.1.2 specs (at eblong.com) are broken — i.e. all links in the glulx-spec.html file contain only the #<anchor> targets, without the file names of their chapter.

For some reason, the online version of the same HTML doc works fine:
