Update the default settings for new users

New users to web should have new default settings now that we have/are updating our global settings screens.

Hi @perveen-neha -- we're already working on this internally as part of some bigger project work so we're not looking for contributions on this one at the minute.

However! We would love for you to contribute so I'm happy to suggest some alternative issues from our backlog. Do you have some others in mind, what sort of thing are you interested in?
