[ICMP] Add CIDR Notation to Monitors #915

Hello,

As we are aiming to migrate off of Heartbeat,
I noticed there is no support for CIDR notation in Synthetics specifically for ICMP.

synthetics.monitors:

type: icmp
schedule: '@every 1s'
hosts: ["192.0.2.0/24"]
