Documents are not found if track is referenced via a file

If we specify --track-path=/some/path/to/track.json, Rally should search for corresponding documents in /some/path/to but it searches in /some/path/to/track (Note that it will work if we just reference the directory, i.e. --track-path=/some/path/to).
