[Meta] Support OLS from Core

This is to identify and track supporting OLS phase 1 from Core, specifically to support for Saved Object ownership.

OLS is one of the possible support mechanisms for enabling user-personalization in Kibana

Tasks already identified:

• Update root index mapping to support the new acl property (name TBD)
  https://github.com/elastic/kibana/pull/86013 includes acl in root index mapping
• Update SO APIs to return allowed operations for each object (read, update, delete, etc)
  https://github.com/elastic/kibana/pull/86013 includes SavedObjectsRepository modifications to support acl.
• Update SO find operation to allow SO wrappers to augment the query, so that we may filter results based on object owner. Owner: Kibana Core Team
