This is probably two feature requests, but we can break out when / if necessary.
The first control I think would be useful for a layer is similar to #35542. Rather than simply ignoring global filters, we should also have an option to ignore global time. So if you wanted to show all of your documents or aggregations on a layer, you can do so.
The second control I'd like to see is similar to #3578, but for layers. I'd like to be able to define a time range for a layer that ignores the global time range and instead uses the one defined in a layer. This should have all customization options available through the SuperDatePicker. This type of functionality would allow someone to map historical locations against live / real time locations.
