This was suggested on Discuss: https://discuss.elastic.co/t/cannot-read-property-aliases-of-undefined/293079/9. Users upgrading between minors sometimes to forget to upgrade Kibana after upgrading Elasticsearch. We can update Upgrade Assistant to surface this information. We should also consider showing the user a global banner, e.g. "Deployment is currently undergoing an upgrade from version 8.4 to 8.6. Performance might be degraded during this time." This would have also helped set expectations in the case of #122103.

See #112907 for an example of how UA surfaces version discrepancies in 7.17.
