Toasts should remain open long enough for the screen reader to read them #716

Steps to reproduce (assumes ChromeVox or similar)

Until #715 is fixed this cannot be tested, but essentially the toast should stay open long enough for a screen reader to read the text at normal speed. This helps users that have visual impairments but may not have lost their sight entirely - providing a generalized visual cue on the bottom of the screen to indicate the page section the reader is reading.
