Implement automated check of valuesets against schema #72

The DCC.ValueSets.schema.json file specifies which valuesets exist and are “addressable”. Currently these are not aligned - see ehn-dcc-development/eu-dcc-schema#150.

Implement an automated check in this repo that checks the valuesets against that schema (probably obtained using curl ⇒ think of how to pick the right branch/tag/commit): whether the set of all valuesets exactly matches the set of valuesets specified in the schema repo.
