I think just logically it makes sense to update it on any change to the file.
However this means also that if someone formats it, or we change formatting rules etc. and it gets updated through that it would be updated. But I think that is okay, and makes sense, since it has changed then.
Unsure what 'legally' speaking, the best or right approach is.
Clarify once and for all whether/when the copyright year in files shall / should be updated or not.
e.g. do we update it on any change to the file? On significant changes? What is significant?
