allow creating items and pages

When logged with my EU account, I can edit items and pages but I cannot create.
That holds even for Discussion pages (eg https://linkedopendata.eu/wiki/Talk:The_EU_Knowledge_Graph): "you do not have permission to create this page".

• What is the logic of this restriction?
• It contradicts instructions on the home page "To add your Linked Data solution to the graph..."

Seems I can add an item through the direct link https://linkedopendata.eu/wiki/Special:NewItem?site=my_wiki&page=The+EU+Knowledge+Graph (but it's not in the sidebar).
But what are these features, which are not in Wikidata?
