See PR easybuilders/easybuild-easyconfigs#11090

I had to patch arch/Linux-POWER.cuda in that PR to set CUDACCOPTS appropriately for use on POWER.

It would be nice if the easyblock was able to pass through the setting from toolchainopts = {'cstd': 'c++11'}
