Add tmp_dir and version to the Plot-MODE-Field and WWMCA-Regrid configuration files

Describe the Enhancement

During development for #2237, I noted that options for tmp_dir and version are missing from the configuration files for Plot-MODE-Field and WWMCA-Regrid.

For consistency purposes, they should be added. However, since these are lightly used utilities, recommend waiting on this work until we create METplus wrappers for these tools.

Note that while tmp_dir is not explicitly listed in those config files, setting the $MET_TMP_DIR environment variable can still be used to specify the location for temporary files.
