Silo takes exactly 1 minute to shut down when using Redis #9323

When using Redis, shutting down an Orleans Silo takes exactly 1 minute. However, with the In-Memory setup, the shutdown completes immediately.

Log Comparison

With In-Memory setup (immediate shutdown):

[20:41:49 WRN] Silo shutdown initiated (non-graceful)
[20:41:49 WRN] Silo shutdown completed (non-graceful)!

With Redis (1-minute delay):

[20:42:32 WRN] Silo shutdown initiated (non-graceful)
[20:43:32 WRN] Silo shutdown completed (non-graceful)!

Is there a configuration setting to reduce this shutdown delay, or is this a bug?
