Add support for new linux distros to MoT

Need to add support for the following operating system into Helix
Ubuntu 24.10 - MoT update only, OS is supported through Docker (dotnet/core#9583)
Alpine 3.21 - MoT update only, OS is supported through Docker (dotnet/core#9577)
Mark Fedora 39 as EOL - MoT update only, OS is supported through Docker (dotnet/core#9564)
Mark Alpine 3.17 as EOL - Mot update only, OS is supported through Docker (dotnet/core#9571)
