Problem description

We had this problem with Python dependencies, now it happened with the tools that we install with make dev-env (and are also used by CI, which is good). This week operator-sdk and ct broke the CI.

We should have a periodic check for new tools versions, and have a PR to update each (like dependabot does with Python dependencies).
