Description

Cannot get docker desktop to run:
**Docker Desktop - Unexpected WSL error
An unexpected error occurred while executing a WSL command.

Either shut down WSL down with wsl --shutdown, and/or reboot your machine. You can also try reinstalling WSL and/or Docker Desktop. If the issue persists, collect diagnostics and submit an issue ⁠.

Reproduce

1. start docker desktop
2. get this error Docker Desktop - Unexpected WSL error
3. Tried wsl --shutdown and rebooting laptop
4. During set up I selected option to use wsl and not hyper v

docker decktop should start
