end-to-end integration

Vulcan has a lot of individual parts. I would like a minimal integration test where Prometheus scrapes an exporter forwarding its metrics to Vulcan and then PromQL queries are run against both Prometheus and Vulcan expecting the same result set.

This should be fairly easy to maintain and be a living testable example of how to run Vulcan.
