Always require an ini file - if it doesn't exist create it:
(As per the documentation)

BUT - don't assume master - ask GitHub!

    integration_branch = master  #ask GitHub! only if it fails can you assume master
    remote = origin
    service = github
    issue_url = https://api.github.com
    delivery_branch_prefix = ready
