Since stakepoold does an initial GetTickets() and then adds/subtracts tickets from block notifications, it has no way to pick up new tickets added via addticket other than restarting stakepoold.

Would be nice to provide a web interface for addticket that sends all the newly added ticket hashes to stakepoold or maybe just triggers a reload when done.
