No editor validation failure message when using editorial workflow

- What is the current behavior?

When attempting to save changes with empty required fields, and with editorial workflow enabled, the validation error shows on the field itself, but the toast message doesn't appear. If the field is scrolled out of view, the error is effectively silent.

Attempt to save an entry with a required field missing and editorial workflow enabled.

- What is the expected behavior?

Toast notification should show.
