Atlantian needs a religion defining - just use Eldritch?
Add survivor to independent coastal nation in Africa. Adding as primary culture will add characters but no actual pops.
Have journal to spread to neighbouring countries. Unrecognized countries only. Have massive swing to relations.
Cause unrest in matching culture populations outside Africa.
