If you share gists like https://dartpad.dev/?id=469de47a846efb5c7c2c36b603c2c593 for explaining concepts, Dart Docs comments might help. I'm aware doing a full hover for this might be a lot, but my request would focus on Ctrl + Click to go to definitions on Dart Doc comments. For the "hover" part, the "Show Docs" button I believe is enough.
