output from the upstream step lost when start from the failed step
replay:
1.step_2 depends step_1;
2.set OUTPUT of step_1 and read OUTPUT in step_2
3.step_1 finished succeeded and step_2 failed
4.start from failed step_2 , OUTPUT from step_1 is lost and empty
