Summary

Currently the way to run rosetta is part of the node, but we removed part of this functionality in the server package. We should create a cosmos-rosetta command teams can go get/ go install in order to avoid needing to build it into their binary.

Proposal

make rosetta entirely stand aloe with own root cli cmd.
