Using the updated data fetching hooks, we need to conditionally render a banner that will inform users if they're seeing data in the commit or pull that is cached.

See designs.

  • Create banner components
  • Create feature flag
  • Add banner to commits page
  • Add banner to pulls page
  • Clean up feature flag
