Release v11

It would be nice to officially release a v11 version and publish it in the marketplace.

Sorry for the delay. I have published v11-test1. Please give it a shot in your relevant repos. I will try it on my scully-image repo as well.

Hmm, seems like this is hanging for my test repo at the scully step:

This could be a flaw in how I have the test project set up though. Let me know if you are seeing similar results.

Another thing I noticed is that the scully step failed but didn't fail out the action and it still continued to try and publish.

There was also a publish bug, but I think that might be due to the permissions I have set in that test repo.
